The extent of the Minister's participation during discussions and deliberations will be determined by the meeting itself.
Regarding the Special Council President's veto of previous Medical Council decisions, Dr. Amorn argued that the veto reasons did not align with the special investigation subcommittee's findings. He disputed two key veto points:
Case 2 Veto Dispute: The veto claimed the Medical Council ignored correctional department regulations regarding prisoner transfers. Dr. Amorn countered that while the Corrections Department Director has transfer authority, the Medical Council properly evaluated medical professional standards and ethics. He criticized the use of a transfer document written at noon without updating the patient's condition at the actual 5 PM transfer time, which violates medical standards for continuity of care.
Case 3 Veto Dispute: The veto argued the doctor didn't use the word "critical." Dr. Amorn noted that while the doctor said "concerning condition" instead of "critical," this contradicted medical records showing patient improvement and constituted providing inaccurate information, violating Medical Council regulations.
Dr. Amorn announced that legal experts will review the Special Council President's meeting participation rights on June 12 for transparency, emphasizing this review is timely since Minister Somsak has already announced his attendance.
