The bill also calls for restructuring the Defense Council by reducing the number of military representatives and allowing the Prime Minister to chair the council instead of the Defense Minister. Civilian leaders from related departments would be included to create a more balanced and transparent decision-making body. Additionally, stricter eligibility criteria are introduced for generals, barring those involved in illegal activities or conflicts of interest tied to Defense Ministry contracts.
Another critical aspect of the reform is preventing the misuse of military personnel for undemocratic purposes. The bill prohibits the military from participating in coups, obstructing government functions, or engaging in unlawful acts. Soldiers would have the right to refuse illegal orders without facing disciplinary action. To enhance accountability, it empowers the Prime Minister to suspend officers under investigation for misconduct, bypassing lengthy administrative processes.
These proposed changes, aimed at reinforcing democratic governance and curbing the misuse of power, have garnered significant public support, with 88.89% of participants in favor during the consultation period. However, some critics have raised concerns that the reforms could lead to the politicization of military appointments and governance.
