On November 13, Police Lieutenant General Saksira Phuak-am, Commander of the Tourist Police Bureau, launched an operation targeting illegal activities affecting Thailand's tourism industry. The operation, spanning November 8–14, 2024, involved close monitoring and undercover surveillance at major tourist sites to detect foreign nationals illegally working or engaging in unauthorized activities.

In front of the Temple of the Emerald Buddha (Wat Phra Kaew), officers apprehended two individuals, Ms. Ji Xianlan (42) and Ms. Naue (surname withheld, 32), for working as unauthorized tour guides. They were accused of illegally operating as tour guides and allowing unlicensed individuals to perform guiding duties. Both were handed over to Chanasongkram Police Station for legal proceedings.
