Danai Ruangsorn, Director-General of the Department of Airports (DOA), announced that during the first Civil Aviation Board (CAB) meeting of 2025, held on February 4, the board approved an increase in the Passenger Service Charge (PSC) for outbound passengers.

  • For international flights: the fee will rise by 25 baht—from 400 to 425 baht per passenger.
  • For domestic flights: the fee will increase from 50 to 75 baht per passenger.

These new rates will only apply at airports equipped with the CUPPS (Common Use Passenger Processing System), which includes:

  • CUTE: common-use terminal check-in systems,
  • CUSS: self-check-in kiosks, and
  • CUBD: automated baggage drop systems.

These technologies aim to improve service efficiency, passenger convenience, safety, and speed in line with modern airport standards.

The fee adjustments align with a 2021 resolution to modernize public airport operations to international levels by implementing CUPPS systems. The six airports currently equipped for the change are Krabi, Surat Thani, Ubon Ratchathani, Khon Kaen, Nakhon Si Thammarat, and Phitsanulok.

The fee changes will take effect on October 1, 2025. The DOA proposed the adjustment to the Civil Aviation Authority of Thailand (CAAT), which determined the CUPPS-related fees are considered aeronautical charges. Therefore, the costs will be factored into the PSC to reflect actual service expenses, in accordance with the Air Navigation Act.

The PSC revenue will fund continued upgrades to airport facilities, safety measures, and advanced technology for the benefit and safety of passengers, a key objective in airport operations.
