On May 20, at approximately 4:00 p.m., officers from Thailand’s Immigration Bureau, led by Pol. Lt. Col. Sila Phutthiraphiphan, in coordination with narcotics control officers, arrested two Chinese nationals:

  1. Mr. Zhao Chuanbo (alias Mr. Tong Guo), 41, with Chinese passport number EP5506018.
  2. Mr. Huang Jianping, 39, with Chinese passport number EK9254540.

Both were wanted under arrest warrants issued by the Nonthaburi Provincial Court (warrants no. 665/2568 and 666/2568 dated May 15, 2025), on charges of extortion and destruction or concealment of documents potentially damaging to others or the public.

The arrests followed an investigation linked to Mr. Yin Qian Ying (alias A Lu), a Chinese national holding a Cambodian passport, who is currently detained at Bangkok Remand Prison pending extradition to China under an international treaty. Mr. Yin authorized Pol. Col. Tattapol Manchit, a retired officer, to file a complaint regarding stolen assets believed to have been appropriated by Mr. Tong Guo, who allegedly acted as a "fixer" within Thai immigration services.

According to the Facebook page “พระจันทร์ ลายกระต่าย V5,” Mr. Tong Guo was previously listed on an Interpol red notice. Investigations revealed that he laundered funds from China to purchase a luxury hotel in Bangkok’s Silom area valued at 5 billion baht. Additional assets are under scrutiny, and further arrest warrants may be issued for others involved in the laundering scheme.
