On December 9, 2024, Sondhi Limthongkul and Panthep Puapongpan, former leaders of the People's Alliance for Democracy (PAD), submitted a petition to Prime Minister Paetongtarn Shinawatra and the Cabinet at the Government Complaint Center. They opposed MoU 44, a 2001 agreement between Thailand and Cambodia, claiming it is unconstitutional and violates royal decrees regarding maritime boundaries. Panthep outlined six demands for halting the agreement, citing conflicts with Sections 1 and 178 of the 2017 Constitution.

Sondhi stated that the government has 15 days to respond; if no action is taken, the group will escalate the issue to the House of Representatives and the Ministry of Foreign Affairs to push for a new agreement protecting Thailand’s territorial sovereignty. He also proposed a televised public debate between government representatives and his group to clarify the matter for citizens.

The event attracted a large turnout of supporters, many dressed in yellow, at the Government Complaint Center. Participants carried national flags, banners, and symbolic messages while signing petitions to support the group’s demands, which will be attached to the formal complaint.
